In my book, the bird above matches almost exactly to the picture of the "Adult Pale Morph" of the Upland Buzzard, while the picture of the Eastern Buzzard in my book has thinner dark fringe on the edges of the wings. Is there any way to tell the two birds apart definitively?

Robert, what bird guide do you use?

I discussed it with my friend and we both thought (in the low light) we were looking at a common buzzard. So the size suggests it's an Eastern Buzzard. I'll change it now, thanks.
My book is the Princeton Field Guide - Birds of Central Asia.
